The City of Pittsville has a revolving loan fund for residents with no interest loans for housing rehabilitation projects. If you reside in the City of Pittsville and your household does not exceed the maximum income limits—you may be eligible.
Eligibility Requirements
- The home chosen to rehabilitate must be located in the City of Pittsville and be your primary residence (not a land contract purchase)
- You and your household must not exceed the income limits listed below
- Must have current homeowners’ insurance
- Must have clear title—no delinquent property taxes or special assessments (unless there is an emergency situation)

1 = $45,000 5 = $69,400
2 = $51,400 6 = $74,550
3 = $57,850 7 = $79,700
4 = $64,250 8 = $84,850
Loan Terms
- No interest
- The loan must be paid in full to the CDBG-RLF Housing Rehabilitation Program once the home is sold, transferred, or vacated for any reason
Eligible Improvements
(include but are not limited to):
- Accessibility improvements
- Plumbing and electrical repairs
- Basement and foundation repairs
- Furnace and hot water heaters
- Gutters and down spouts
- New roofs and chimney work
- Siding and painting
- Storm doors, windows, and insulation
- Sewer lateral repairs
- Materials for eligible projects
- Lead-based paint removal/hazard reduction
